GovAcademy’s Executive Director joins the summit’s opening sessions as Abu Dhabi’s approach to skills intelligence takes centre stage

 Where AI Gets Human. Among the speakers confirmed for the summit’s opening sessions is H.E. Dr. Amna Al Mahri, Executive Director of GovAcademy, Department of Government Enablement, Government of Abu Dhabi, for a fireside chat on Day 1 titled “The Sovereign Workforce System: Building a Self-Sufficient Talent Nation.”

Her insights makes the case that HR technology has been solving the wrong problem. “I’d point to the shift from learning management to skills intelligence. For years, HR technology has been built to deliver and track training, who attended, who completed, who was satisfied. That era is closing,” she said. What replaces it, in her view, is real-time visibility: “What is redefining HR strategy now is the ability to see, in near real time, the gap between the capability an organisation actually has and the capability it needs to deliver its mandate, and to act on that gap continuously rather than once a year in a training plan.”

At GovAcademy, that thinking is already built into practice. AI sits inside Tomouh, the organisation’s learning platform, to diagnose each employee’s capabilities and gaps and personalise their development, rather than routing everyone through the same catalogue. “It also underpins how we’ve moved from intuition-based to evidence-based workforce decisions,” Dr. Al Mahri said, pointing to a scale figure to match: more than 20,000 government employees upskilled in AI so far, so the workforce itself becomes more AI-capable, not just AI-assisted. Her summary of the approach is blunt: “It isn’t a chatbot layered on top of old processes. It’s the engine that lets us personalise development and make workforce decisions on evidence rather than guesswork.”

Scale is also why she sees platforms like HR Tech MENA as necessary rather than optional. “Workforce transformation in this region is happening at a pace and scale that no single organisation can navigate alone. In Abu Dhabi, we’re doing this across 53 government entities simultaneously. The honest lesson is that you learn faster by comparing notes with peers than by building in isolation,” she said.

For the C-suite in the room this September, her message is pointed: technology and AI are enablers, not the transformation itself, and the right platform can never substitute for the right leadership decision.“Demand evidence, not activity, from your HR technology investments. Ask your teams what behaviour and performance actually changed, not how many people logged in,” she said, adding that data foundations and manager capability deserve the same level of investment as the platforms themselves. “The most sophisticated AI in the world cannot compensate for fragmented data or a manager who doesn’t trust or understand what it’s telling them.”

The message aligns closely with the thinking behind this year’s summit, says QnA International, the event’s organiser. “This year, we stand at a defining moment. Our theme, ‘The Era of Execution: Where AI Gets Human,’ captures a truth we can no longer ignore, the age of talking about AI is over. What matters now is what we do with it,” said Sidh NC, Director, QnA International.

This year’s programme, he added, takes that conversation from discussion to action — examining how AI can be embedded at the very core of HR, how organisations can design experiences that keep humanity at their centre, and how leaders can turn ambition into real, measurable execution.
